University Professor. Doctor Honoris Causa at the University of the Américas. Cross of Alfonso X el Sabio.
Member of the Academic Contact Group at the European Convention and Adviser to the European Union for the Peace Treaties of the former Yugoslavia.
He was Partner Director of Consulting at Ernst & Whinney Spain and Director of the Government and Public Companies Division at Arthur Andersen.
He has been an adviser to the United Nations and to the European Union. He has worked in twelve countries and speaks five languages.
