Subject:   Black Terrorist/Guerrilla Organization Internal Security – Racial Matters

Purpose:

In response to the recent spate of coordinated terrorist actions carried out by a highly trained Black Terrorist Guerrilla type organization, following executive order. The Bureau as primary operations, construct will intensify its domestic spying program of the Black Community. To encompass a total neutralizing effect, the domestic spying program coordinated by the Counter Intelligence Division is to extend into every aspect of Black life.

Background:

The guidelines established under the new domestic spying program will meet with similar criteria junctioned by previously code named programs such as Toplev (“Top Level” Black Community Leadership Program) and BlackPro (Black Program) officially known as the Ghetto Informant Program. The aforementioned programs have provided the bureau with an imponderable degree of success in structural penetration operations of Black Political/Organizations and drug gangs. through the use of informants and/or highly valuable assets such as “Human Intelligence Sources”. The law enforcement establishment has been able to prevent unity of cohesion in the Black Community. This strategic goal has been particularly effective in precluding the consolidation of an objectionable Black Political organization and/or ideology. When they have arisen pre-coordinates intelligence has allowed our office to quickly neutralize the threat exposed.

Current Developments:

The bureau along with other agencies of government including the Office of Homeland Security, National Security Agency, CIA, and Pentagon are involved in a concerted effort to determine the size, goals, organization of leadership, and other pertinent information concerning the Black Terrorist Organization of investigation. This organization has discerned itself as the central coordinating apparatus to carry out the “War of Liberation” of America’s black (New Afrikan) population that it deems as an “internal oppressed colony” of the United States. The terrorist entity ahs organized it structure upon the principles of anonymous infrastructure and has shown a proficiency in the science of un-conventional war-fare as well as a willingness to employ said science in furtherence of its political goals.

To contain the material threat posed by the insidious existence of the terrorist organization, the new domestic spying program will be aimed at the extensive infiltration of every layer of the Black Community. To plant operatives inside the apparatus and/or develop human intelligence sources, the bureau will utilize its full array of sensitive investigative technique’s and methods.

Actions:

The new domestic spying program will be fully national in scope. Each field office is responsible for designation of a special agent to coordinate the objectives of injunction. This agent must be a counter terrorism expert and have a background in counter-intelligence operation (s). To fortify operational integrity, no action of counter-intelligence will be taken without approval of this office.
