For twenty-nine years in a tiny office of the California State Department of Health, Education, and Welfare, a thin, gentle bureaucrat handled thousands of cases. Donald Quinn Cody has no close friends, but he spent his free hours reading every kind of fiction from comic books to classics, and his favorite characters abound in his nightly dreams. One Friday evening while drinking a glass of Scotch, Don Q. Cody thinks about the paperwork that has never ended in his entire career. Don especially remembers those people whose cases were never solved over the years, whose petitions his department had verified as necessary, and that he had signed by his own hand, but which were then returned without further approval from upstairs, or sometimes even lost. He asks himself, "What is wrong with Life?" "It is Red Tape," he jokes. Then he goes to sleep and has a dream about the Red Tape Monster. On Monday morning, Don Q. Cody returns to work, and sees his nightmare sitting behind his desk as pretty as you please. Or rather, as ugly as you please, for the Red Tape Monster is a horribly ugly beast, worse than Grendel, Gollum, or even one's own smashed up car.
