About the Author

Ben Klotz (Ph.D., Economics, University of Minnesota, 1969; Professor of Economics, Temple University, 1975-2000) joined the RAND Corporation in 1968 while America’s drafted army was losing the Vietnam War. To improve matters, the US switched to an all-volunteer armed force. The author had predicted it would be surprisingly affordable—in normal times. But, without a draft to sustain antiwar sentiment, times became abnormal. US wars became longer and more frequent. To change our increasingly costly course, more experts urge a return to the draft—but only as part of a no-exemption universal service system wherein all young people serve their country in one way or another, the sort of peace-prone socially-cohesive system favored by President Dwight D. Eisenhower and ever more nations today.
