There has not been a surplus in a President's budget since President Wilson. The Republican President's budgets have always been large deficit spending. The Democratic budgets have always been small deficits compared to the Republican budgets. Democratic “hysteresis” spending for events always brought wealth for all citizens. Clinton's budget brought such wealth that caused “ROAD RAGE, AIR RAGE, ETC.”

About the Author

Almon Collins was born and reared in Turner County, Ashburn Georgia.  He is the son of Dorsey and Rosa Collins.  He dropped out of school to enter the United States Marine Corps to do his part in the Korean War.  He was too young to enter the combat zone. 
 
After his stint  with the military, he enrolled in Charleston  Southern University in South Carolina.  Graduating with degrees in Physics and Mathematics (two majors), he was employed as an Engineer with Lockheed Missiles and Space Corporation.  He was assigned to work with the United States Navy submarine missile program.  He also covered some areas with the U. S. Navy nuclear program.
 
During his tenure with Lockheed,  he discovered a particular missile system that brought a Lockheed scientist into action.  Later, the author received a "Letter of Appreciation" that was co-signed by the Lockheed Scientist.
 
The author has written another book on American Economic Politics covering the past 100 years.  The title of  the book is "Dreams, Dreams, Beautiful Dreams Lost."  Many people have lost their  retirement dreams over the past many years   Those that lived through much of the past century will recognize the history and leadership of eleven presidents.
