Page 82 and 83 5-19-1970 - At this meeting the trustees hired the following men to the Sylvania Township Police Department. Some dates of hire are listed giving those who were already employed credit for time served prior to this date: Robert A. Boehme, hired 5-11-1970. Robert Achtermann, hired 5-11-1970. Ronald Greulich, hired 10-19-1965. Thomas Conlin, hired 9-10-1968. Milton Vaughn, hired 9-29-1969. Terry Tulk, hired 5-1-1970. James Lucas, hired 5-11-1970. Douglas Dillinger, hired 5-14-1970. Lawrence Schoenfelt, hired 5-14-1970. Timothy Clay, hired 5-18-1970. Judge Marvin Lachin of the Sylvania Municipal Court was present at this meeting and swore the entire force of ten men into office. 5-21-1970 - The trustees approved the following monthly salary schedule for the police department effective 5-13-1970: Patrolman - probation one year. Step One - after six months...................$628.00 per month. Step Two – six months........................... 662.00 per month. Step Three - six months.......................... 703.00 per month. Step Four - ............................................. 748.00 per month. Sergeant - Step One - six months........... 765.00 per month. Sergeant - Step Two............................... 783.00 per month. Chief...................................................$1,042.00 per month. Part-time officers were to be paid $3.10 per hour. Work schedule: 8 hours per day, 6 days on duty and two days off. 6-4-1970 - Records indicate that the trustees were still paying the City of Sylvania for dispatching services - $794.58 per month. 7-2-1970 - The trustees accepted the resignation of Lawrence Schoenfelt effective 7-1-1970 as a patrolman. 7-16-1970 - The trustees authorized the hiring of James Guilinger as a patrolman effective 7-3-1970. 8-20-1970 - The township trustees named the following persons to a newly created Sylvania Township Police Evaluation Committee: Mr. John Callahan, Chairman, 4203 Eaglehurst; Dr. Carl L. Armstrong, 5646 Flanders Road; Mrs. Kaminer, 3418 Chapel; Mr. Robert Mey, 5065 Silica Drive; Mr. William Johnson, 5206 Calvin Road; and Leo Streicher, 3514 Plainview Drive. Chief Boehme also advised the trustees that hearings were scheduled as a result of the two marijuana raids conducted by the police department and that activity was down considerably at the Gigilo Night Club after their raid on that business. 9-3-1970 - The trustees added the following additional residents to the newly created Sylvania Township Police Evaluation Committee: Edwin Elliott, 5621 Woodridge; Walter Cline, 4324 Lancelot; Robert Ferguson, 4601 Beaconsfield Court; Jules Joseph, 4608 Breckenridge; Francis Lynch, 4567 Westbourne. Chief Boehme reported on a meeting held by the committee. The present force was ten men for 30,000 residents, two cars on the road for every shift. The newly proposed ideas were: two men for every car, double the budget, dispatching done at the township police department, four more men, paid overtime for the officers and add a millage (tax levy) on the ballot. In September of 1970 the Sylvania Township Trustees resolved to place a three mill special levy on the ballot to fund the new police department. Volunteer committees were formed known as “Sylvania Township Citizens Committee for Effective Law Enforcement.” A major campaign was conducted to sell the three mill levy to the citizens of Sylvania Township. This levy was approved and collections started in January of 1971. With this levy the Sylvania Township Trustees planned a complete overhaul of their police department. On 11-1-1970 Officer Tom Conlin, 24, had stopped to aid a disabled auto and was attempting to re-enter his police car when it was struck in the rear by another auto on Alexis Road at Silvertown. Officer Conlin was taken to Toledo Hospital with injuries and his police car was totally destroyed. The first levy placed on the ballot specifically for the police district was on 11-3-1970 for 3 mills to be collected for a five year period commencing with the 1970 tax duplicate or collected in 1971. This was approved by the voters to be collected from 1970 to 1974. The County estimated that the levy would yield $172,354 during the year 1971.

No longer can Sylvania be called the "bedroom community" of Toledo, because over the last 50 years they have done a lot more than sleep.
