Many young people live on the streets of Britain either permanently or when the parents have thrown them out of the house. They gather in large groups for safety and spend time just hanging around, or if they have money, pay to go into somewhere and just hang around. Many of these people have worthless lives with little or no ambition, which is not to say they never have money. They just hang around on streets with their own language and with the freedom to do (literally) what they like.
