One thing that always bothered Ray about this type of incident was the list of unknowns every responder faced. Ray was far more equipped for this than most of the other Environmental Enforcement officers. Steve Harris, oblivious to the danger, almost got the leather soles of his shoes burned off when he walked through a spill of concentrated Sodium Hydroxide that was being used to neutralize mining wastes. Ray had made mention in a little note attached to his monthly reports that the field staff needed more training in responding to these emergencies. He tried unsuccessfully to persuade management to read the accounts of the train wreck and resultant horrific explosions that occurred in Waverly, TN in 1978. These were the real pioneers in environmental protection but no one wanted to hear about that. Ray remembered reading about it and he told as many of the officers as possible about it. They look to Ray Quentin, an Environmental Enforcement Officer, who finds a major source of pollution and determines there are grounds for a criminal case. Fearing his arrest, a local businessman hires former prison inmates to put an end to the investigation. A hastily organized state environmental agency fails to adequately protect Quentin and fellow officers. To Drink from a Stream is a novel about the dangers faced by these officers in the early years of environmental enforcement.
