About the Author

   Budd Hallberg started his career in 1965 as an investment banker, first with Francis I. duPont & Company, then Dominick & Dominick, Inc., and later Hornblower & Weeks-Hemphill, Noyes, Inc. He was a member of the New York Coffee, Sugar and Cocoa Exchange, the New York Cotton Exchange and the New York Mercantile Exchange in New York City. In 1976 Hallberg joined the U.S. Commodity Futures Trading Commission (CFTC) in Washington, DC. In 1979 the CFTC awarded him the Federal government's Meritorious Service Award. He was appointed a Director of the agency that same year. From 1985 until his retirement in 2007 Hallberg was the Managing Director of SCAN Management Inc., a management consulting firm located in Gettysburg, Pennsylvania. He is a member of the Chartered Financial Analyst Society of Philadelphia.

   In 1965 Hallberg was appointed a Reserve Commissioned Officer in the Army of the United States. He is a graduate of the Command and General Staff College of the United States Army. Hallberg is a recipient of the Meritorious Service Medal and the Army Commendation Medal with two Oak Leaf Clusters. He retired from the United States Army at the rank of Lieutenant Colonel in 2002.

   Hallberg holds a B.S. degree with a concentration in liberal studies from the University of the State of New York and a M.A. degree in philosophy from Goddard College. He also studied at the University of Connecticut and Harvard University. Hallberg is an avid horseback rider and enjoys golf and tennis.
