About the Author
¨ Dr. Jamil Effarah is a resident of
¨ Obtained a B.A. degree from AUB, an M.Ed. from LSU, an M.S degree in Computer Science from ULL, an MBA from CLU and a Ph.D. from U of O.
¨ Published his first book in Arabic in 1958 on The Political Problems of the Sudan, and an updated second edition in 2000.

¨ Dr. Borg and Dr. Gall quoted Dr. Effarah, and added another chapter on “Evaluation Research” in the third edition of their book “Educational Research”, 1979. Dr. Effarah has originated a baseline to measure the unmet needs.
