About the Author

Tom Alman is a retired Vice President of RCA Government Services.

He was RCA’s General Manager for Department of Defense test range operations and engineering contracts at Cape Canaveral and Eglin Air Force Base, Florida, and the Operations Director for RCA’s technical service contracts throughout the southeastern and southwestern United States.

Subsequently under his leadership as the Vice President, Government Services Business Development, new business bookings increased by at least 50% each year and by ten-fold during his four-year tenure.

Throughout his career and subsequently as a consultant to major technical service companies, he has developed, designed, managed and reviewed technical proposals.
