Modern thinkers consider motion and rest in bodies as two states of existence in either of which every body, without pressure from external force, would naturally remain passive; whence one might gather that the cause of the existence of bodies is also the cause of their motion and rest.

For quite some period I have tried to keep with Gravitational Mass simply as the Resistance To Any Change of State.
Now, for this treatise, I have changed my thoughts to: Gravitational Mass is the amount of gravitational pressure a body of matter exerts to displace or distort Space.
The problem arises in that, I also believe there is no matter without motion. Internal body atomic motion, and external body as a whole, motion. This just reminds me again, that our Universe is Relative in the most strict sense of the meaning Relative. Meaning: Mass is never exact for any body of matter.
