Such a Comprehensive Community Project (CCP) requires a partnership involving key stakeholders who will direct and govern the CCP. As such, they must provide direction, monitoring, support and accountability, in order to develop, implement and keep the project on track. They must also champion the project, ensure that it has the resources it needs, and link the project to a wide network with high-level influence.

Bill Locke is the founder of Capacity Builders, a Calgary-based consulting company that has provided strategic development services to over 200 community organizations, foundations and government departments around the world. He and his wife Laura have three grown children.
