This is a must-read book for inquisitive minds, those with big ideas in the collaborative foundations of Democratic Governance, Public Administration and Capacity Building. It is a book of building and improving public service, current issues and best practices in managing transformational trends in governance and democracy, employee empowerment citizen participation and the rampant culture of corruption in the Nigerian system of government.

It is a book of learning from the practice of Democratic Governance in a civic society; a practical example of Nigerian inept leadership in management of the Public Administrative sector that includes thought-provoking normative arguments; a book that creates a powerful learning instrument for students of research methodology; a reference book for adult learners and researchers; a book that can bring each person’s life experiences to share, and allow them to open their minds as they read the book with innovative public leadership development in mind.

Dr. Darlington Mgbeke was born in Isuochi, Nigeria and migrated to the United States in the early 80s in search of a better life for him and his family. Chief Dr. Mgbeke is the son of Ochigwe 1 Moses Onyeanusi and Lolo Mgbeke. Dr. Mgbeke is the President and CEO of Renaissance and NTI Centre for Strategic Public Consulting Management Corporation.  Americas leading consulting think-tank on world-wide development, capacity-building, project based planning, public policy initiatives, economic sustainable development and research to development agencies and governments of developing and developed countries. A 21-year veteran of the United States Navy.  Dr. Mgbeke joined the United States Navy where he advanced to the rank of Chief Petty Officer in a short period of service. He is a veteran of Operation Desert Shield, Operation Enduring Freedom, and Operation Iraq Freedom. His personal decorations include:  the Navy Commendation Medal, the Navy and Marine Achievement Medals, the Navy Good Conduct Medals, various service and campaign awards, and other personal awards and citations from the United States Navy and private organizations. Chief Dr. Mgbeke has worked with various populations such as programs to empower women, grassroots community organizations, community collaborations to support youth, and has worked with community leaders to affect social change in the community in which he lives. He is one of the few goodhearted people, who has gone beyond a charitable organization role; Chief Dr. Mgbeke has held several leadership positions while in the Navy including Supply Software Application Support Analyst, Life Cycle Support Analyst, Acting Division Officer, Leading Chief Petty Officer, and training users of the Pacific Fleet. Dr. Mgbekes accomplishments did not end there; he graduated from Central Michigan University with a Masters Degree in Business Science Administration. Soon after, he graduated from Walden University with a Doctorate in Public Policy and Administration. Dr. Mgbeke is humbled by the number of challenges he was able to overcome. I write this book in memory of my parents who always seen education as an investment necessary for a good start in early childhood development. I believe that learning is a treasure that follows its owners everywhere. They taught me that hard work, dedication, and commitment to your dream will always prevail. I always believe that a fulfilled life is not how you started, but how you finished. I thank almighty God for making this possible. If you think that education is not attainable, think of the alternative-which is ignorance.
