In a state of pure euphoria, Sandra Lee Hayward Dubois left her office at Robbins and Robbins’ International Construction Company, located on the south shore of St. Croix, U.S. Virgin Islands, where she has been employed for over three years. Two things fostered Sandra’s happiness. The first was she knew that today was the day that Mark Landers, her ultimate lover, was officially moving in with her and their plans to marry were definitely underway. The other thing was the big grin that she saw on her boss Trent Robbins’ face when he said, “Damn girl, you pulled that crew together in record time. I don’t know how you did that but I’m damn glad you did. For a hot minute there I was sweating big time! We’d have lost a hell of a contract if you hadn’t come through.”
Early that Thursday morning on short notice, Hess Oil had called for one hundred twenty five men to perform an emergency ‘turnaround,’ which is an equipment overhaul that was scheduled to begin in three working days.
Robbins and Robbins had contracted to provide these men, as needed, to periodically break down sections of Hess Oil’s plant for overhauls of their equipment. They were required to replace needed parts and do other types of maintenance to insure the safe operation and efficient production at the plant. ‘Turnarounds’ are fast moving and demanding work. Hess stipulated that only seasoned, experienced workers be assigned to these crews, especially in key positions and each worker were subject to Hess’ approval before entering the plant. To organize such a crew at this time was not an easy task. The availability of reliable manpower with the right experience was at an all time low and required a lot of searching, re-assigning and re-organization to fill Hess Oil’s request, especially with Martin Marietta going full blast and WAPA was also hiring for a large overhaul.
