Heat the oil over moderate heat, and fry the bacon until crisp. Remove the bacon and set on paper towels to drain, but reserve the drippings. Add the onion and cook until golden and tender (about 10 minutes) Add celery and cook another 5-8 minutes. Stir the rice and coat well with the rest of the mixture. Stir constantly for about 3 minutes. Pour in the chicken stock while stirring and add the salt, pepper, cayenne, and bay leaf. Simmer 10-12 minutes more. Add green pepper and tomatoes with juices and cover. Simmer 5 minutes more and add the chicken, ham, shrimp, and scallops. Meanwhile.......
